David Hoos

David Hoos, MD, MPH, is a board certified internist, and a member of the MTCT Plus Secretariat at MSPH, which grants funds to Prevention of Mother to Child Transmission programs for HIV primary care to enrollees in eight countries in Africa and Asia. He has been responsible for establishing the procurement system for antiretrovirals, and other HIV associated medications, and diagnostics, for the program sites, the first multicountry, multicompany, full formulary ARV procurement system to be established. Dr. Hoos is the director for the Multicountry Columbia Antiretroviral Program (MCAP), a new large ($25 million/year for 5 year) program funded by the CDC. MCAP is working with partners in Kenya, Mozambique, Rwanda, South Africa, and Tanzania to implement and scale up HIV treatment programs including ARVs. Dr. Hoos has been recognized as a technical expert in a number of areas related to HIV/AIDS policy and programming. He currently serves as a member of the Technical Review Panel (TRP) for the Global Fund for AIDS, TB and Malaria (GFATM). He also serves as the chairperson for the Procurement and Supply Management Advisory Panel (PSMAP), which is advisory to the GFATM on procurement related policy and country guidance. He has been a member of several WHO technical panels, including a consultative panel reviewing use of nonoxynol-9 as a means of HIV prevention.
