Special Lecturer and Clinical Professor Emeritus of Population and Family Health,  Mailman School of Public Health


Dr. Rosemary Barber-Madden’s work focuses on public policy, organizational development, program development, and program evaluation in HIV/AIDS, reproductive health, MCH, emergency response, and social development in Africa, Latin America, and the Caribbean. Dr. Barber-Madden served as representative of the United Nations Population Fund in Angola, and São Tome, Brazil, Argentina, and Uruguay, as well as Chair of the UNAIDS Theme Group in Brazil. In 2006, she was the team leader for the development of the inception report for the five year evaluation of the Global Fund for AIDS, Malaria and Tuberculosis. She has served in an advisory capacity to UNDP, UNFPA, UNAIDS, WHO, World Bank, Inter-American Development Bank, DFID, GTZ, USAID and international NGOs. Most recently she has served as team leader for national AIDS evaluation projects in the Caribbean, Mozambique, Kenya, Uganda, Tanzania, El Salvador, Nicaragua, Brazil, and Ethiopia. Dr. Barber-Madden is visiting professor at the University of Brasilia, and has taught at academic institutions in the U.S., Africa, and Brazil.
