| Michael Birnbaum is a senior health policy analyst at the United Hospital Fund of New York. The Fund is the nation's oldest federated charity; its mission is to shape positive change in health care for the people of New York.
Mr. Birnbaum's areas of expertise include Medicare, Medicaid and the uninsured; health care spending; and federal, state, and local budgets. Prior to joining the Fund in 2000, Mr. Birnbaum served the U.S. Congress in the Congressional Budget Office. He was part of the Health Cost Estimates Unit, which forecasts annual Medicare and Medicaid spending and estimated the budgetary impact of federal health legislation.
