Ms. Quan’s career has encompassed research, government service, administration, and board oversight. She began her career as principal investigator for the New York State Case Mix Study, which entailed pioneering research of the diagnostic related groups (DRGs) that are now in use nationally by Medicare. Simultaneously, she served as the first director of SPARCS, whose work resulted in the design, implementation, and legislative funding of the first statewide healthcare MIS in the country, along with the first set of privacy regulations to govern medical data. Subsequently, Ms. Quan was appointed deputy director for Health Care Financing in the New York State Department of Health, responsible for the regulatory financing of some 300 hospitals and 700 nursing homes. In this capacity, she spearheaded the program design and federal fiscal negotiations that led to NYPHRM, a single rate-setting system for all payors and hospitals in NYS from 1983 to 1996. Following this position, Ms. Quan became the chief financial officer at NYU Medical Center with responsibility for its two hospitals as well as its medical school. During her tenure, the medical center designed and installed one of the first integrated hospital financial systems in the country and significantly improved NYU's performance across a number of performance indices. In recent years she has served on a number of boards for healthcare organizations, lending her financial and administrative skills and overall experience in the non-profit sector.
